| EMR Certification Criteria HHS has named multiple certifying bodies, called Authorized Testing and Certification Bodies (ATCBs), to certify Electronic Medical Record (EMR) systems against the criteria listed below. Certification standards are designed to determine whether an EMR is suitable for Meaningful Use by eligible providers who wish to qualify for EMR incentive payments.
